to prevent harm to the life and health of citizens, harm to animals, plants, the environment, cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation, museum objects and museum collections included in the Museum Fund of the Russian Federation, especially valuable, including unique, documents of the Archival Fund of the Russian Federation, documents of special historical significance, scientific, cultural significance, part of the national library fund;
prevention of natural and man-made emergencies;
to ensure the security of the State;
to eliminate the consequences of causing such harm.
