Purpose of inspection: In order to prevent and suppress offenses in the established areas of activity of the Rosselkhoznadzor Administration for the Komi Republic on the basis of a reasoned submission by an official of the Rosselkhoznadzor Administration for the Komi Republic dated 04.04.2021 No. 04/2609 on the fact of the sale, transportation and export of Dorles LLC from the territory of the Komi Republic, Ust-Kulomsky district to the Kirov region, Pasegovo village, quarantined products – softwood lumber in the amount of 27,158 cubic meters, detected on 03/31/2021 at about 12 hours and 50 minutes on 8 km of the Syktyvkar-Troitsko-Pechorsk highway. The timber products were transported by a Scania car with the state number N 907 RM 43 with a semi-trailer, under the control of the driver K.N. Fomin, accompanied by a bill of lading dated 03/31/2021 No. 313, an accompanying document for the transportation of wood dated 03/31/2021 No. 313, without a quarantine certificate.
According to the database of FGIS Argus-Phyto for the issuance and accounting of phytosanitary documentation of Dorles LLC, quarantine certificates for the transportation of the above-mentioned quarantined products were not issued.
The objectives of this audit are: suppression of violations of the requirements of the legislation of the Russian Federation in the field of plant quarantine, when violations of the law are detected, bringing the perpetrators to administrative responsibility.
The subject of this audit is: carrying out measures to prevent harm to plants and the environment.
