The objectives of this audit are to prevent, identify and suppress violations of the legislation on urban development, including technical regulations and project documentation, committed by the developer, the technical customer, and the person carrying out the construction.
The subject of this review is:
- compliance with the procedure for conducting construction control, maintaining general and (or) special work logs, executive documentation, drawing up acts of inspection of works, structures, sections of engineering and technical support networks;
- elimination of violations of compliance of completed works with the requirements of technical regulations (norms and rules), other regulatory legal acts and project documentation (hereinafter referred to as violations) identified during construction control and the implementation of regional state construction supervision, as well as compliance with the prohibition to proceed with work until acts on the elimination of such violations are drawn up;
- compliance with other requirements when performing work established by the design documentation, including requirements for energy efficiency and requirements for equipping the capital construction facility with metering devices for used energy resources;
- compliance with mandatory requirements and (or) requirements established by municipal legal acts;
- compliance with the regulations of state control (supervision) bodies, municipal control bodies;
- holding events:
to prevent harm to the life and health of citizens, harm to animals, plants, the environment, cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation;
prevention of natural and man-made emergencies;
to eliminate the consequences of causing such harm.
