- compliance with the mandatory requirements under the apartment building management agreement provided for in part 2 of Article 162 of the Housing Code of the Russian Federation, regarding the presence/absence of the licensee's debt to the resource supply organization recognized by him or confirmed by a court act that has entered into force in an amount equal to or exceeding 2 average monthly amounts of obligations to pay under the resource supply agreement concluded for the purpose of ensuring the provision to owners and users of premises in an apartment building of a utility service of the appropriate type and (or) the acquisition of utility resources consumed during the use and maintenance of common property in an apartment building, regardless of the fact of subsequent payment of the specified debt by the licensee
